Bills coach Marrone weary of Williams' questions

Bills coach Doug Marrone grew frustrated after facing a second consecutive day of questions regarding defensive end Mario Williams' absence from practice due to a sore foot.

After saying Williams was still having his foot evaluated on Tuesday, Marrone lost his patience after being asked a fifth and final question about the player during a 12? minute post-practice briefing with the media. The first-year coach cut off a reporter to announce he won't answer any more questions regarding Williams until he receives a medical report from team doctors.

"For me to speculate, I never speculate until I hear from the medical staff," Marrone said. "And I get frustrated, honestly, when it gets to a point where I feel like I've tried to explain myself in how I handle injuries, OK? I've answered the questions, and you keep coming at me, all right?"

Marrone has been short on specifics since Williams complained of a sore foot and was held out of the team's training camp-opening practice on Sunday.

Marrone said he's not spoken to anyone, including Williams, regarding the player's status. The coach has yet to say which foot Williams hurt, and how or when the injury occurred. He has also not specified where Williams is being evaluated, except to say he's not present at the team's camp facility in suburban Rochester.

Williams has not been spotted since the end of practice Sunday, when he declined comment and referred all questions about his injury to Marrone.

The Bills made a big splash in free agency in March 2012, by signing Williams to a six-year, $100 million contract.

Williams, however, had an inconsistent season, and was bothered by an injured left wrist, which he had surgically repaired during the team's bye week off in late October.

He finished the season with a team-leading 10? sacks ? seven of them coming after he had the operation.

As Mideast talks open, Obama plays hands-off role

WASHINGTON (AP) ? The first Middle East peace talks in years are underway a few blocks from the White House, but President Barack Obama is conspicuously keeping his distance.

Burned by a failed peace effort in his first term, Obama has largely ceded this latest attempt to forge an agreement between the Israelis and Palestinians to Secretary of State John Kerry. The move marks a rare power shift for an administration that prefers to centralize foreign policy decisions within the White House.

Obama's hands-off approach is in part a vote of confidence in Kerry, who has embraced the vexing and emotional issue with gusto since joining the administration earlier this year. It also signals a calculation by the White House that direct presidential intervention is best reserved for the final stages of negotiations ? if the process ever reaches that point ? or for moments of tension when Obama might be called upon to keep the talks afloat.

Aaron David Miller, a longtime Middle East peace adviser to Democratic and Republican presidents, backed the White House's approach.

"You don't want to waste presidential capital," said Miller, now vice president of the Woodrow Wilson International Center. "But in the end, Obama is going to have to own this if it's going to succeed."

Israeli and Palestinian negotiators arrived in Washington on Monday to open the talks, the first major effort since negotiations broke down in 2008. An attempt to reopen talks in 2010 collapsed almost immediately. The new round, taking place at the State Department and continuing Tuesday, is aimed in part at working out plans for how the talks should proceed in the coming months.

Officials said the parties have agreed to negotiate for at least nine months.

In a written statement Monday, Obama said the talks marked a "promising step forward," but warned that "hard work and hard choices remain ahead." White House officials said there currently were no plans for the president to meet with the Israeli and Palestinian negotiators while they were in town, but left open the possibility that he could later in the week.

Like Obama, Israeli Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas are not directly involved in this first round. But both have been deeply engaged in the process in recent months, meeting frequently with Kerry.

The secretary and other administration officials tried Monday to tamp down any suggestion that Obama was detached from the peace talk process. They repeatedly cast the revived negotiations as a direct result of Obama's trip to Israel and the West Bank earlier this year.

"Without his commitment, without his conversations there and without his engagement in this initiative, we would not be here today," Kerry said Monday before heading to the White House to brief the president on the first round of talks.

Yet Obama, unlike predecessors Bill Clinton and George W. Bush, has waited on the sidelines much of his administration and not made negotiations a top priority. He long has expressed doubts about how much leverage the U.S. has in bringing the parties to the negotiating table and has warned that peace cannot be achieved if American officials want it more than the Israelis and Palestinians.

The president's own troubled attempt to jumpstart peace talks in his first term has also colored his views.

Obama came into office eager to put a new face on the U.S. relationship with the Middle East. But he quickly angered Israeli leaders by calling for an end to settlement building and appearing to misunderstand the Jewish people's historic ties to the region during a 2009 speech in Cairo.

Tensions with Israel also deepened when its government announced a new round of settlements in East Jerusalem during a visit by Vice President Joe Biden.

Still, in the fall of 2010, Obama was able to cobble together a new round of negotiations between Netanyahu and Abbas. All three leaders gathered at the White House and announced the talks with great fanfare. But the effort fell apart within days.

Dennis Ross, who served as one of Obama's negotiators at the time, said that failed effort was a good lesson for the White House.

"If you raise expectations too soon, you actually make it less likely that you achieve anything," said Ross, who left the administration in 2011.

Following the collapse of the 2010 talks, Obama expended little effort on the Israeli-Palestinian issue. A series of more urgent concerns in the Middle East quickly intervened, including the Arab Spring democracy protests and the Syrian civil war. The president's 2012 re-election campaign also consumed much of his administration's attention, and his relationship with Netanyahu deteriorated further when the Israeli leader all but endorsed Obama's rival, Mitt Romney.

So it came as a surprise to many when Obama announced earlier this year that he planned to make his first visit to Israel and the West Bank as president. His advisers set low expectations for the highly-anticipated trip and made clear even then that Kerry, not Obama, would be the driving force in getting the two sides back to the negotiating table.

Alstom commissions four units, totaling 6,400MW at Chinese hydro power plant

French multinational conglomerate Alstom has commissioned four units, totaling 6,400MW at Xiangjiaba underground hydro power plant in China.

Designed and manufactured by Alstom, each unit features a 800MW class Francis turbine coupled to an 889 MVA generator.

According to the company, each power generation unit has the capacity to generate electricity enough to cater to the power needs of around 5 million inhabitants annually.

Alstom Hydro China general manager Yves Rannou said that the delivery and commercial operation of the four units for Xiangjiaba plant marks a major step to demonstrate the company's contribution to hydro power development in China.

"With its operational excellence and state-of-the-art technology, Alstom is best positioned to work along with Chinese customers to actively respond to the new challenges for the country's hydro power industry.

"It also tangibly demonstrates Alstom's ability to be at the forefront of innovation in the hydropower industry, continuing to develop the best performing and largest machines in the world," added Rannou.

The Xiangjiaba plant, owned by the China Three Gorges, will employ eight power generation units and is expected to become the third largest hydro power plant in China on completion.

Kinect-powered software translates sign language

Allowing computers to understand and translate sign language has long been a goal of developers aiming to empower deaf or hard of hearing people. Microsoft's Kinect depth-sensing camera has allowed major strides in this area ? as demonstrated by this Microsoft Research project.

The team, composed of members from Microsoft Research Asia and the Chinese Academy of Sciences, presented their work at Microsoft's 2013 Faculty Summit earlier this week.

Kinect can detect where your limbs are as well as, to a certain extend, the position of your hands and fingers. By tracking the position of the user's hands closely, many signs can be detected instantly. The video above shows the Kinect's "thought process."

Of course, one might ask, when someone who is deaf is using a computer, why they don't simply use the keyboard? They do, of course, but sign language is the primary means of communication for many, just as spoken language is for those who can hear. Interacting naturally with computers and phones through speech recognition is something consumers are interested in, and training computers to recognize gestural language seems a natural extension of that.

There have been other projects to digitize sign language, but this is perhaps the most promising; electronic gloves have good performance but are expensive to make, and while ordinary webcams might work for some gestures, they're far from ideal due to differences between cameras.

On the other hand, the Kinect is widely available, reasonably accurate, and the software behind this can likely be adapted to other depth-sensing cameras ? perhaps even Microsoft's own improved Kinect, which will be available in November with the Xbox One.

The software isn't ready for prime time yet ? it's still just an experiment, albeit a successful one. But perhaps it won't be long before the hearing impaired can sign to the computer just as easily as they might to each other. You can read the paper the team presented this week at this link (PDF).

Government of Canada invests in safety at Canadian Rockies International Airport

CRANBROOK, BC, July 18, 2013 /CNW/ - David Wilks, Member of Parliament for Kootenay?Columbia, on behalf of the Honourable Lisa Raitt, Minister of Transport, today announced funding for an important safety improvement project at the Canadian Rockies International Airport.

The Canadian Rockies International Airport is receiving $33,715 through the Airports Capital Assistance Program (ACAP) for a runway condition reporting system which will enhance safety by providing timely, accurate and precise wireless reporting and recording of runway conditions.

"The Canadian Rockies International Airport is a vital gateway for local residents, businesses, trade and tourism," said MP Wilks. "This funding will enhance the safety of all those who use this airport, especially the communities and businesses in this region."

"The Canadian Rockies International Airport is a vital economic catalyst for the Kootenay Region," said Wayne Stetski, Mayor of Cranbrook. "The City of Cranbrook appreciates that the federal government continues to invest in airports through ACAP. This equipment will enable staff to send surface condition reports directly to NAV CANADA from their vehicles, making the information available to pilots more quickly during winter conditions."

To date, through ACAP, the Canadian Rockies International Airport has received more than $8 million for 13 projects, including today's announcement. Since the program started, the Government of Canada has invested more than $606 million for 751 projects at 174 airports. Improvements include purchasing/replacing heavy airside mobile equipment; installing wildlife fencing; and rehabilitating runway pavements, airfield lighting and electrical systems.

Wonder won't sing in Fla. after Zimmerman verdict

NEW YORK (AP) ? Stevie Wonder says he won't perform in Florida and other states with a "stand your ground" law.

In a video posted on YouTube, the 63-year-old singer said at a concert in Quebec City, Canada, on Sunday "that until the 'stand your ground' law is abolished in Florida, I will never perform there again."

Wonder added: "Wherever I find that law exists, I will not perform in that state or in that part of the world."

The "stand your ground" law allows people to use deadly force if they believe their life is in danger.

George Zimmerman shot 17-year-old Trayvon Martin during a February 2012 confrontation in Sanford, Fla. Zimmerman said he fired his gun in self-defense.

A six-member jury acquitted Zimmerman of second-degree murder and manslaughter charges on Saturday.

Wonder's representative said the singer had no further comment.

Long term night shifts linked to doubling of breast cancer risk

July 1, 2013 ? Working night shifts for 30 or more years doubles the risk of developing breast cancer, and is not confined to nurses as previous research has indicated, finds a study published online in Occupational and Environmental Medicine.

Shift work has been suggested as a risk factor for breast cancer, but there has been some doubt about the strength of the findings, largely because of issues around the assessment of exposure and the failure to capture the diversity of shift work patterns. Several previous studies have also been confined to nurses rather than the general population.

In this study, the researchers assessed whether night shifts were linked to an increased risk of breast cancer among 1134 women with breast cancer and 1179 women without the disease, but of the same age, in Vancouver, British Columbia, and Kingston, Ontario.

The women, who had done various different jobs, were asked about their shift work patterns over their entire work history; hospital records were used to determine tumour type.

This may be important, say the authors, because risk factors vary according to hormone sensitivity, and the sleep hormone melatonin, disruption to which has been implicated in higher breast cancer risk among night shift workers, may boost oestrogen production.

Around one in three women in both groups had worked night shifts. There was no evidence that those who had worked nights for up to 14 years or between 15 and 29 years had any increased risk of developing breast cancer.

But those who had worked nights for 30 or more years were twice as likely to have developed the disease, after taking account of potentially influential factors, although the numbers in this group were comparatively small.

The associations were similar among those who worked in healthcare and those who did not. Risk was also higher among those whose tumours were sensitive to oestrogen and progesterone.

The suggested link between breast cancer and shift work has been put down to melatonin, but sleep disturbances, upset body rhythms, vitamin D or lifestyle differences may also play their part, say the authors.

"As shift work is necessary for many occupations, understanding which specific shift patterns increase breast cancer risk, and how night shift work influences the pathway to breast cancer, is needed for the development of healthy workplace policy," conclude the authors.

Snowden waits in Moscow as asylum rejections pile up

The options for former National Security Agency contractor Edward Snowden are narrowing quickly as he sits in a Moscow transit terminal and waits for responses to asylum requests sent around the globe this week.

Mr. Snowden, who leaked top-secret NSA intelligence and is wanted by the US on charges of espionage, has already been rejected by seven European countries which told him his requests for asylum were invalid, reports the BBC.

Russia told Snowden he was welcome to enter the country and stay, but that he would have to stop leaking information about the US surveillance program, The Christian Science Monitor reports. "Snowden is free to go but if he decides to stay, he has to stop his work directed to hurt our American partners. I know that this kind of statement sounds strange from me," said Russian President Vladimir Putin.

President Obama has ?made clear to a number of countries that granting him asylum would carry costs,? according to Reuters. Snowden has accused Obama of using "deception" and "bad tools of political aggression" to convince countries not to accept his asylum request, according to the LA Times.

Ecuador, which as of last week was viewed as the target destination for Snowden, seems to be backpedaling from early indications of support. Issuing Snowden a temporary travel pass when he left Hong Kong ?was a mistake on our part," Ecuadorean President Rafael Correa told the Guardian on Monday. The South American country will consider his asylum request once he is on Ecuadorean soil, President Correa said, but ?in this moment he is in Russian territory and these are decisions for the Russian authorities.?

On whether Correa would like to meet [Snowden], the president said: "Not particularly. He's a very complicated person. Strictly speaking, Mr Snowden spied for some time.?

The comments contrasted with expressions of gratitude the 30-year-old fugitive issued hours later, before Correa's views had been published.

"I must express my deep respect for your principles and sincere thanks for your government's action in considering my request for political asylum," Snowden said, according to a letter written in Spanish and obtained by the Press Association news agency, based in London.

"There are few world leaders who would risk standing for the human rights of an individual against the most powerful government on earth, and the bravery of Ecuador and its people is an example to the world."

This comes just a day after President Correa told The New York Times that ?perhaps [Snowden] broke the law of the United States, but in order to tell the truth to the United States, the American people and the entire world, and it?s a very urgent truth.? Ecuador granted Wikileaks founder Julian Assange asylum and has housed him in its London Embassy for more than a year.

The Wall Street Journal listed the countries to which Snowden has applied for Asylum and organized each as ?unlikely,? ?possibility,? and ?no response.?

Two South American nations, both part of the region's leftist bloc, are the only ones to sit on the list of possibilities: Bolivia and Venezuela.

Venezuelan President Nicolas Maduro is in Russia this week, and said his country has not yet received Snowden?s request for asylum, but that he had ?done something very important for humanity? and ?deserved the world's protection.?

"The world's conscience should react, the world youth should react, the decent people who want a peaceful world should react, everyone should react and find solidarity with this young man who has denounced and altered the world that they [the US] pretend to control," President Maduro said.

Given the current administration, Venezuela could make sense as place to seek asylum: Maduro has maintained former President Hugo Ch?vez?s anti-US rhetoric, and according to a separate Guardian article ?the country's huge oil reserves and strong regional alliances with other socialist nations in Latin America put it in a strong position to resist US demands for extradition.? (Venezuela does have an extradition agreement with the US ? dating back to the 1920s ? but there is a long list of exceptions, which Snowden would likely fall under.)

However, as many Latin-America-watchers have pointed out, if and when power changes hands in Venezuela ? Maduro's current term is until 2018 ? Snowden could find himself on his own. A New York Time?s correspondent in Latin America, Damien Cave, tweeted last week: "Venezuela would be an interesting choice as well for Snowden: it assumes an anti-US gov will be in place longterm. Not necessarily true."

?Snowden himself is in a pretty difficult situation,? Dmitri V. Trenin, director of the Carnegie Moscow Center told The Times. ?I think he was following Assange?s advice trying to get to Ecuador, but then Ecuador, and, indirectly, Cuba, have failed him. I think Venezuela is talking to the U.S. as well. The U.S. can offer things to Venezuela.?

Maduro has said he will not use his personal plane to fly Snowden out of Russia when he leaves for Venezuela.

Depp at 50: 'Just happy to still be around'

(AP) ? It may be difficult to separate Johnny Depp from his "Pirates" character Jack Sparrow, but the actor recalls a time before the boozy buccaneer became a household name.

"The films that I did prior to 'Pirates,' ... not everything but a lot of it, was sort of by industry standards, not blockbuster stuff. So I wasn't ever blockbuster material," said Depp in a recent interview.

But that's not to say he didn't have fun during those years.

"I've been lucky enough to be involved in some very small and different independent films throughout my career and I've been able to be involved in, you know, a couple of films that shocked everybody, especially me," he said.

Since 2003, Depp has played the flamboyant captain in four hugely successful "Pirates of the Caribbean" films, with a fifth installment slated for 2015.

At age 50, he is still one the hottest names in Hollywood and about ready to launch another big-budget summer flick, "The Lone Ranger."

"The only thing I can equate it with is luck. There's no other reason," he said of his career longevity. "The fact that I was able to survive through that 15 years of just bouncing around doing (indie) movies and now still to end up here is amazing."

The Golden Globe-winning actor plays the famed Native American character Tonto in the upcoming Disney reboot of "The Lone Ranger," which is opening Wednesday. He said his children, Lily-Rose, 14, and Jack, 11, can't wait to see it.

"They're pretty excited about this one," Depp said while promoting the film in Santa Fe, N.M., where part of the movie was filmed. "You know, of course, they thought it was insane when they watched me play Tonto, but now they're looking forward to this one."

Despite his success, Depp recognizes that life on Hollywood's A-list can be fleeting.

"I certainly wouldn't expect that it is one of those things that is going to stick around forever and ever," he said. "The clock ticks, the time's up and the next guy steps in or whatever and that's how it goes."

When he's not busy making films, Depp said music continues to be his main inspiration. Writing, playing guitar and one-off performances with artists like Keith Richards, Aerosmith, Black Keys, Alice Cooper and Marilyn Manson keep his creative juices flowing.

Depp says that in the last couple of years, he's had "sort of a rebirth of my relationship with music. So I've been playing more and writing more and it's led to invitations to play with people."

Depp, who celebrated his milestone birthday June 9, refuses to take a single day for granted.

"Just to be here still is pretty amazing," he said. "Every day should be some sort of celebration. So yeah, I guess when you hit 50 finally ... it's just happy to still be around."

No time for a test drive? Bring it to your door.

Shopping for a new car can be time consuming. But a new startup wants to save time by bringing the test drive to you.?

Ironically, the many innovations that should've helped us save time -- from washing machines to email to smartphones -- have simply given us more time to be busy with other stuff. "Oh, great, my Roomba can vacuum my house! I think I'll start a blog about fishing." And so it goes.

In the business world, the time crunch has made customer service a battleground where the hearts and minds of consumers are won. The company that resolves our issue the fastest earns our undying loyalty. (Until the next crisis rolls around, anyway.)

On the auto front, this has forced dealerships to spend a lot more time learning to pamper customers and anticipate their every need. ?Heck, Chevrolet even sent its sales staff to Disney World to grab a few pointers.?

A start-up called Tred has taken customer service one step further. If you're shopping for a new ride, Tred will deliver a vehicle right to your house for a test drive -- and not one of those dinky "once around the block" drives, either, but a true, 15-mile outing. And that's all for the reasonable price of $19. If you want to compare two cars side-by-side, Tred can make that happen, too.?

Even better, if you have a car of your own, you can swap overnight. The Tred employee will take your car back to the dealership to evaluate its trade-in value. The only stipulation is that you can't put more than 30 miles on the vehicle, and you have to return it to the dealership within 24 hours.

No matter which of those paths you take, the Tred staffer arrives at your home with paperwork on the new vehicle, including some very competitive pricing. According to Wards Auto, CEO Grant Feek thinks Tred will be particularly attractive to those with aversions to showrooms and salespeople. That could mean shoppers who feel less-than-confident about their car knowledge or those who simply don't enjoy haggling.?

For now, Tred is only available in the Seattle area, but according to its FAQ, the company hopes to expand operations very, very soon. Considering that Feek has already raised some $1.7 million in start-up funds from folks like?General Motors?CEO Rick Wagoner, we wouldn't be at all surprised.?
